Removal of calluses by cutting is considered to be a medical procedure to be performed by a doctor. The problem with salons using them is the razor, most likely, is not sterilized. A little cut can become a big problem if a germ gets in there.
Blades are illegal in all states in the US except Alaska, Delaware, Hawaii, Idaho, Maine, Missouri, North Dakota, Oklahoma, Oregon, South Carolina, Vermont, Virginia, Washington and West Virginia.
Salons and spas are permitted to use foot files, pumices, foot peels and scrubs to smooth and reduce calluses.
